The Comparison at a Glance
Put a water-saving head and a high-pressure head side by side and you will often find the same construction: a compact face plate carrying a dense field of very small nozzles. The physics is not in dispute. Water leaving a small hole moves faster than water leaving a large one at the same supply pressure, and less total hole area passes less water per minute. Those are two consequences of one decision, and the marketing department picks which one to print on the box.

What the Labels Are Allowed to Mean
High pressure is the label that needs the most care, because taken literally it describes something no shower head can do. Supply pressure is a property of the building and the mains, and a head fitted at the end of a hose cannot raise it. What the head can do is convert the available pressure into a faster spray. That is a real and noticeable improvement in a low-pressure home, and it is the whole of the honest claim.
Water saving is a more measurable label, but only when a test pressure comes with it. Flow rises with pressure and falls with it, so a flow rate on its own cannot be compared between products. ZHONGHE measures on a bench at 0.3MPa, and on selected water-saving specifications has measured roughly 50 to 70 percent lower flow than a comparable non-saving model. Quote figures like that with the test condition attached, and treat any product that will not state one as unquantified.
There is also a regulatory floor under this in some markets. In the United States the federal maximum is 2.5 gallons per minute per shower head and the voluntary WaterSense specification applies at 2.0 or less, with 1.8 in the revised specification. On a multi-mode head the limit applies to the highest-flowing mode rather than an average, so a boost setting can put an otherwise compliant model outside the rules.
Which to Choose
If your shower feels weak, buy for the nozzle plate and ignore the label. A compact head with a dense micro-nozzle face is what you want, whichever of the two names it is sold under. Look at the face in the photographs: many small holes on a modest diameter is the construction that works, and a wide face with a sparse ring of large nozzles is not, however it is described.
If you are buying to cut bills, ask for the flow rate and the test pressure together, then do the arithmetic with your own numbers. A conventional head runs around 12 litres per minute, so a ten-minute shower is roughly 100 to 120 litres. Most of the cost of that is heating it, which is why the energy line usually dominates the saving and why the case for switching is stronger than a water bill alone suggests.
Where the two genuinely diverge is at the extremes. A head designed purely for maximum saving can cut volume far enough that coverage suffers, particularly on a large face. A head designed purely for feel can concentrate the spray so tightly that it is uncomfortable for washing long hair.
